West Tamar Council has been preparing the first Growth Strategy for the region in consultation with the community and key stakeholders.
The purpose of the Strategy is to enable sustainable growth over the next 20 years and beyond. The Strategy will develop a ‘roadmap’ for managing growth while balancing the protection of natural spaces and the places that make West Tamar an amazing place to live, work and invest.
SGS Economics and Planning were engaged by Council to assist with developing the strategy.
The draft Growth Strategy has been prepared and Council is now seeking your further input.
The draft Growth Strategy considers where and how the municipality should accommodate growth and the infrastructure and community services needed to support this growth. Several growth scenarios were investigated and consulted upon with the community. Community and stakeholder feedback and technical analysis of each growth scenario was used to determine the preferred growth scenario of ‘gentle densification’ for the West Tamar municipality, comprising a combination of densification around the townships of Riverside, Legana and Exeter, and key areas of growth consolidation and lifestyle areas through the municipality.
The final Strategy will consider feedback received during community consultation on the draft Growth Strategy, and once adopted, will provide Council a clear strategic direction on future growth. It will also assist developers, landowners, planning consultants and Council in preparing and assessing proposals for Planning Scheme Amendments for the rezoning of land.
Community consultation on the Draft Growth Strategy, will comprise drop-in sessions and an open request for feedback during the consultation period which will run from 3rd September – 30th September 2025.

Consultation on the Draft West Tamar Growth Strategy starts on 3rd September 2025.

- Draft West Tamar Growth Strategy (for consultation) – the draft West Tamar Growth Strategy outlines a long-term vision and plan for managing land use, infrastructure and development across the municipality to 2046 and beyond.
- Draft Infrastructure Plan (for consultation) – this report presents an analysis and plan for infrastructure needs in the West Tamar municipality, aimed at supporting sustainable and coordinated growth through to 2046.
Engagement Summary (from earlier consultation stage) – this report provides a summary of previous community and stakeholder consultation that has informed the preparation and direction of the draft West Tamar Growth Strategy.
