The multi-purpose, community, leisure and well-being centre will be developed for the purpose of meeting, social, community needs and activities. It will incorporate a number of facilities including health and fitness, indoor training and other potential tenancies. The leisure component will provide innovative and modern facilities that will enhance community services achieve council's sport and recreation objectives and would meet a range of needs in the greater community.
The community services hub building concept is a new development initiative that was outlined in Council's Windsor Park Strategic Directions Plan 2006.
Council's successful application to the Regional and Local Community Infrastructure Program Strategic Projects 2008-2009 has provided Council with the opportunity to design, construct and supply a multipurpose facility to enhance and support the West Tamar Municipality.
Windsor Park is highly accessible to the majority of the West Tamar and Launceston council populations. It also has good accessibility for many residents living in Meander Valley council. The facility will be unique to Tasmania and will offer a diverse range of indoor and outdoor leisure, sporting, community, social, health and education programs for the regional community.
On completion the Windsor Park Multipurpose Community, Leisure and Well Being Centre will be a fully functioning integrated venue. Council will continue to provide strong leadership and work in partnership with both government and non government agencies and the community, to review services to ensure that they remain up to date and are designed to meet the changing needs of the West Tamar community.
Concept of the centre
The facility will comprise of Council, not for profit, professional, Government and community facilities. It will offer a diverse range of indoor and outdoor leisure, sporting, community development, social, health and educational programs for the regional community:
- A centre that is designed to take a "whole of Family"
- That will focus on "life-long learning"
- Dedicated to healthy living, community, wellbeing, sport and recreation
To offer the community integration of service provisions being achieved by working with a range of other agencies and professions to deliver whole of community or linked services and outcomes
The centre will remain in the ownership and management of the West Tamar Council.
Location & Associated
Infrastructure
The proposed centre is to be located just south of the football oval at Windsor Park, Riverside. It will be entirely located on this parcel of land.
The site currently has two road frontages onto Windsor Park; one leading into the football oval, little athletics and cricket. The other leading to the lower part of the council works depot, soccer, cricket, recreational grounds. The future proposal is to limit the access via West Tamar Road. The actual entrance for all traffic will be via the new connection point from West Tamar and Ecclestone Road traffic light junction.
The footprint will be erected on the south eastern side of the existing football ground. This forces the existing Council Pump Station and Council works depot to be relocated to a new location on the subject title.
The subject development will have a series of spaces that caters for a wide range of community services. As part of the initial development these spaces are indicated on the floor plan as 'Tenancy' spaces.
The Multipurpose Wellbeing, Leisure and Community Centre will have a total building footprint of 4760m². The Wellness Centre can be broken down into individual components and is as follows:
Central Community Hub - 1800 m²;
Building Tenancy 1 - 880m²;
Building Tenancy 2 - 700m²;
Building Tenancy 3 - 140m²;
Training Facility, Gymnasium, Amenities, Kitchen, 2 x office space - 1380m².
The Multi-purpose Well-being, Community and Leisure Centre will constitute the following spaces:
COMMUNITY service wellbeing Central hub
The Community centre is in a public location where members of West Tamar municipality may gather for group activities, social support, public information, and other purposes.
The community hub will be of a large space with the use of lighting and natural elements. The main hub provides adequate circulation throughout. The hub also acts as an information centre with the use of billboards, flyers, presentations and visitor facility. The hub is the main connection throughout the complex that provides access to all shared communal areas of the development. These communal areas also include access to amenities and a range of services.
The foyer constitutes; large entrance and reception area to provide space for community art work and community presentations. This will branch out into two large circulation gallery spaces that link to the other facilities within the complex.
The central Community Hub has an Amenities and Plant situated centrally within the complex next to the main foyer space and has a floor area of 80m².
A central meeting room has been provided for external tenancy use and can be utilised by the community. This space has a floor area of 20m².
The Community Hall/function space has been provided to cater for a number of communal activities. It is anticipated that this space will also be utilised by Council for monthly Council meetings. This space can break down into three smaller rooms. A Kitchenette has been attached externally to prevent noise within the community hall and also acts as a central preparation space to serve the hall and breakout into the foyer and for larger functions. This community space has a total floor area of 18m². An office space is situated next to the Communal Kitchenette and has a total floor area of 13m².
COUNCIL OFFICES
The Council office portion will comprise of seven (7) office spaces have been incorporated for the use of Council employees. The total area of the Council office space is 250m². This space will be fitted out with all necessary fixtures to cater for the day to day running of nominated Council services.
The Council offices will also have their own dual disabled toilets, sufficient storage and combined staff lunchroom / meeting room. The central reception area is also used as an information hub.
TRAINING FACILITES
The training facility is a Multifunctional space that provides for a number of user groups to develop skills and training within an indoor training and development area, it is equipped with 3 storage spaces, 6 toilets, 4 showers and a disabled toilet. The total area of this space is 720m².
GYMNASIUM
The Gymnasium will be utilised in conjunction with internal and external clients to deliver on going health and fitness training programmes that are delivered by an external tenancy.
The Gymnasium will be fitted out with fitness equipment and has a designated floor space of 180m². Office space will be situated between the training facility and gymnasium.
CHANGE-ROOMS
The change rooms are to be utilised in conjunction with the community to deliver onsite amenity for the purpose of visiting sporting teams. These change rooms also caters for an additional space for Umpires (male and female).
CAFé
This space has been designed for the purpose of providing the Community and employees/staff within the Wellness Centre to access a professional food service.
This space can be accessed internally and externally and has use of both internal and external space (courtyard).
TENANCY 1 - (potential Medical Centre)
The space constitutes 880 m² and is set aside for a tenant that seeks the use of consulting rooms and has a full functional reception/administration area for the purpose of the potential community service.
Some key spaces internally include: 14 x Consulting Rooms, waiting room, fully operational administration and reception facility, meeting/lunchroom, amenities and variety of small to large spaces.
TENANCY 2 - (Potential Child Care Centre)
The space constitutes 705 m² and is set aside for a tenant that seeks the use and operation of a community service catering for potential child care.
Some key spaces internally include: 4 x large spaces with access to kitchen and amenities, 2 smaller office spaces, waiting area, fully operational administration and reception facility, meeting/lunchroom, amenities and variety of small to large spaces.
TENANCY 3 - (potential Pharmacy)
The space is set aside for a tenant that seeks the use of a larger floor area to operate a retail/commercial pharmacy space, this space is 140m².
TENANCY 4-7 - (alternative / flexible spaces)
Tenancies 4 through to 7 are set aside for additional office/consulting spaces for future tenants who aspire to operate within the development. These spaces on average are 50m² in area. These tenancy spaces may be used for storage, specialist consulting, offices, optometrist, physio, chiropractor, massage and natural therapies.
TENANCY 8 - (alternative / flexible space)
Tenancies 8 is an internal space within the main Community Hub and is set aside for additional office/consulting spaces for future tenants who aspire to operate within the development. This space is 35m² in area.
TENANCY 9-12 - (alternative / flexible spaces)
Tenancies 9 through to 12 are set aside additional office/consulting spaces for future tenants who aspire to operate within the development. These spaces on average are 50m² in area.
These tenancy spaces may not be built in the initial build and maybe staged development.
TENANCY 13 - (alternative / flexible space)
Tenancies 13 is an internal space within the main Community Hub and is set aside for a commercial kitchen of an additional office/consulting spaces for future tenants who aspire to operate within the development. This space is 50m² in area.
CIRCULATION SPACE & GALLERY SPACE
The circulation space throughout the Community Hub gives substantial movement for all users. The total area of the circulation corridors spaces within the main Community Hub is 640m². The foyers will provide gallery and breakout spaces and can also be used for community information, historic displays and art work (gallery). The foyer circulation space adjoining the training facility has a floor area of 90m².
CAR PARKING
The proposed development will cater for a minimum of 112 designated car parking spaces to access and utilise the community wellness centre. These car parks can also assist with overflow if needed during sporting events and other weekend activities. If additional parking is required, there is substantial overflow parking (unmarked) on the gravel portion of the Windsor Park Football oval.
